About the role and what you'll do
The Government Relations Manager is responsible for government relations, PRO services, immigration, licensing, regulatory requirements, and employee government processes across the UAE. Working closely with HR, Finance, Legal, Payroll, and business leadership, you will ensure company and employee government matters are handled accurately, efficiently, and in compliance with UAE requirements.
· Manage government and PRO transactions with MOHRE, ICP, GDRFA, Economic Departments, free zone authorities, municipalities, and other relevant entities
· Manage employment and residence visas, work permits, Emirates ID, medical fitness, cancellations, renewals, amendments, and dependant and family visa processes, including onboarding and employee exits
· Maintain and renew company trade licences, establishment and immigration cards, registrations, permits, and other government documents; coordinate mainland and free zone amendments, branch registrations, notarisation, translation, attestation, and legalisation where required
· Monitor UAE labour, immigration, licensing, and government regulations and advise HR and management on relevant changes and compliance requirements
· Own Emiratisation and Nafis compliance, monitoring MOHRE targets, maintaining Nafis registration, and ensuring accurate records for UAE nationals across work permits, WPS, and pension systems
· Manage UAE national pension registration with GPSSA, including registrations, amendments, transfers, and end-of-service cancellations, and provide Payroll with information required for timely contributions
· Support WPS, mandatory medical insurance, unemployment insurance, and other applicable workforce registrations with HR and Payroll
· Partner with HR to support employees with government requirements, resolve visa and immigration issues, and provide guidance on relevant processes
· Support government inspections, audits, and compliance requirements, ensuring accurate documentation is provided within required timelines
· Maintain accurate records and renewal trackers for visas, licences, permits, government transactions, documents, and fees; prepare regular reports and coordinate fee reconciliations with Finance
· Ensure documents submitted to government authorities are accurate and complete, and maintain confidentiality of employee and company information
· Build effective relationships with government authorities, typing centers, immigration service providers, medical centers, insurers, and other third parties, representing the Company professionally at all times
· Work closely with HR, Finance, Legal, Payroll, Administration, and business leadership to resolve government matters efficiently and continuously improve processes, record keeping, and follow-up
About you
Experience and knowledge
· Bachelor's degree in Business Administration, Human Resources, or a related field, or equivalent relevant qualification
· Minimum 5 years of UAE PRO or government relations experience, preferably in a corporate environment, including at least 2 years at supervisory level
· Strong knowledge of UAE immigration, labour, visa, licensing, and government processes, with hands-on experience with MOHRE, ICP, GDRFA, Emirates ID, medical fitness, work permits, and visa processes
· Proven experience with mainland and free zone authorities and strong working knowledge of UAE government portals and online systems
· Good understanding of Emiratisation and Nafis requirements, including quota monitoring and shortfall implications
· Working knowledge of UAE national pension registration with GPSSA and its interaction with payroll and end-of-service processes
· Working knowledge of UAE Federal Decree-Law and executive regulations relating to employment permits, contracts, and workforce compliance
· Experience managing company licenses, establishment cards, registrations, government documentation, and corporate amendments
· Strong organisational, administrative, and problem-solving skills, with excellent attention to detail and the ability to manage multiple deadlines and priorities
· Strong communication, stakeholder management, negotiation, and relationship-building skills, with the ability to work effectively with employees, authorities, internal stakeholders, and external service providers
· Demonstrated ability to supervise daily activities, allocate work, and provide coaching and on-the-job support
· Competent in Microsoft Excel and experienced in maintaining accurate trackers, records, and reports
· Excellent English communication skills, both written and verbal; fluent Arabic, spoken and written, is strongly preferred for government correspondence
· Valid UAE driving license and willingness to travel between emirates
Location, travel and eligibility
· Based in the UAE
· Regular travel to government offices, service centers, free zone authorities, and other locations across the UAE
· Must hold a valid UAE driving license and be willing to travel between emirates
· Must be legally eligible to work in the country of employment
