ABOUT THE ROLE
Responsible for providing leadership and management for members of propriety and contracted staff for the operational running of Security, Health & Safety, Environment, Internal Audit, Risk, Business Continuity Plan (BCP) and Incident Management functions for the manufacturing, storage and shipping of all identity related solutions in a high risk and challenging environment. Play an active part in the wider Malta team to build a stronger organisation with HSSE at its core through effective liaison and leadership with multiple stakeholders.
To ensure that Health & Safety, Environment, Security and BCP measures at Malta are implemented and operated allowing TOPPAN to provide a safe and secure environment and quickly adapt to disruptions while maintaining continuous business operations and safeguarding people, assets, the environment and overall brand equity. To actively contribute to the management of the site as a member of the site Senior Leadership Team (SLT).
Main missions:
Accountable for delivering operational excellence throughout the department;
Be legally eligible to work in the country in which you are hired;
Carry out all security related activities in accordance with annual objectives and business imperatives;
Compliance to all relevant policies and procedures related to Quality, Security, Safety, Business Continuity, and Environmental systems;
Ensure compliance with the personnel security screening policy, identifying any personnel related risks to the business, risk assessing and managing any associated risks to the business working with third party personnel screening service provider;
Ensure that the site complies with established security procedures laid down within ISO 14298 and ISO 27001 and environmental policies laid out within the ISO 14001, and all other internal policies and procedures;
Identify and, where appropriate, implement new ways of working (including lean/agile tools), equipment and processes to improve performance within the department and site;
Incorporate security, BCP and HSE compliance requirements into the daily business operations and ensure subsequent processes are supported and audited;
Maintain a risk-based approach to internal and external changes that the threat landscapes covering all areas within the HSSE portfolio;
Maintain and develop a close working relationship with external stakeholders including but not limited to; Malta Police Force, Aviation Security Malta, MCCAA, and all critical suppliers;
Maintain and develop multiple Security, BCP, H&S and Environment internal and external accreditation and regulatory requirements;
Manage and maintain governance around H&S, Security and Environment and represent the UK facility in ISO audits and other applicable certifications;
Manage the investigation process of all Security and HSE issues;
Monitor and maintain the key performance indicators within the department and site and use these to generate improvements;
Provide advice and guidance to the Facillity Lead on all Security, BCP, H&S and Environment related issues;
Train and mentor HSSE personnel and line management on security policies, procedures, implementation, best practice and security and safety awareness;
Travel and fieldwork, including international travel may be required. Therefore, a valid passport is required;
Undertake supply chain audits of secure item manufacturers, ensuring that contractual security and business continuity arrangements are maintained.
ABOUT YOU
You are/have:
Qualifications, Education and/or Experience
Challenges existing systems and working practices, to identify improvements/savings where appropriate;
Educated to Level 6 in Security and Risk Management or equivalent;
Experience in Shipping/Logistical planning and management capability (Known Consignor or local customs arrangements);
Experienced in Business Continuity Management. Certificate of the Business Continuity Institute (CBCI), or equivalent (preferred);
ISO Lead Auditor;
NEBOSH Certified (preferred);
Previous experience in the identification, mitigation and management of risk, incident management, safety, and security (degree level or equivalent).
Language Skills
Ability to effectively communicate in the English language, both verbally and in writing.
Ability to read and interpret technical journals, specifications, international technical standards, etc.
Computer Skills
Proficient in MS Office applications, such as Word, Excel, PowerPoint, etc.
Familiar with operating systems, such as Windows, etc.
